Tuesday’s election results drove home to some Republicans in Congress what they already know and fear — that their party has alienated critical blocs of voters with its policies and message, particularly on abortion. And the results stiffened their resolve to resist such measures, even if it means breaking with the party at a critical time in a high-stakes fight over federal spending. “The American people are speaking very clearly: There is no appetite for national abortion law,” Representative John Duarte of California, a Republican who represents a district that President Biden won in 2020, said on Thursday. Between mainstream Republicans’ resistance to the abortion provision in the financial services bill and rising discontent among the hard-right flank that the legislation did not include a measure barring funding for a new F.B.I. building, it became clear the bill did not have the votes.

Greene is angry that Rep. Chip Roy of Texas opposed her effort to censure Rep. Rashida Tlaib. Marjorie Taylor Greene🇺🇸 (@RepMTG) November 1, 2023Twenty-three Republicans, including Roy, voted against the resolution moving forward. Her conduct is unbecoming of a member of Congress and certainly worthy of condemnation - if not censure," Roy said in a statement after his vote. "However, tonight's feckless resolution to censure Tlaib was deeply flawed and made legally and factually unverified claims, including the claim of leading an 'insurrection'." Talib said Greene's resolution was "deeply Islamophobic" and made clear she would not change her approach.

Rep. Ronny Jackson (R-TX) speaks during a press conference on the National Defense Authorization Act (NDAA) with members of the House Freedom Caucus on July 14, 2023 in Washington, DC. The House narrowly passed an annual defense policy bill on Friday after Republicans added provisions on abortion and transgender surgeries — measures that were a nonstarter for Democrats. The amendments, adopted Thursday, would ban the secretary of defense from paying for or reimbursing service members for abortion-related expenses and transgender surgeries and hormone treatments. House Democratic leaders said Thursday that members of their caucus will vote against passing the bill. The defense legislation will eventually need to be reconciled with a version of the bill under consideration in the Senate.

House Republicans voted to eliminate a Pentagon policy that makes it easier for service members to obtain abortions. The House voted largely along party lines 221-213 in tacking on the restriction to a larger must-pass bill funding the Pentagon. Only two House Republicans, Reps. John Duarte of California and Brian Fitzpatrick of Pennsylvania, broke with the party. House Republicans have a number of other amendment votes to press through Thursday evening. CNN's Melanie Zanona wrote that the inclusion of the abortion restrictions will lead the final House vote to be extremely one-sided.
